The rest area on I-10 Eastbound leaving Mississippi and entering Alabama, has closed the RV dump station. Personnel stated that it will not be reopened.

MUST CONTACT EMPLOYEE INSIDE OFFICE SUITE 100 TO ACCESS SERVICES. OFFICE HOURS ARE MON-SAT 8AM-6PM. ADDRESS IS 3032 THUNDER VALLEY CT STE 100 LINCOLN, CA 95648 CONTACT NUMBER IS 916-408-3088.
The I-95 N Welcome Center / Rest Area has a free dump station.
When entering the rest area, follow the Cars/Campers section all the way around past the buildings. Once you are almost at the end of the rest area, you will see a sign pointing you to the right to the dump station. The dump station is next to the dumpsters.
